1. PURPOSE
Organizational analysis provides stakeholders with a high-level view of an organization, specifically its vision, mission, values, goals, and strategies as described in figure 1. Often the information contained within an organizational analysis is the information organizational leaders use to develop strategic plans. The purpose of this organizational analysis is to determine the direction, beliefs, culture, and goals of the Clay County School District.
2. ANALYSIS GOALS

The goal of this analysis is to uncover or make available the following information:
a. Organizational Vision: Future view of Clay County Schools
b. Organizational Mission: Purpose of Clay County Schools
c. Organizational Values: Beliefs of Clay County Schools stakeholders
d. Organizational Goals: Desired accomplishments of Clay County Schools
e. Organizational Strategies: Methods for accomplishing Goals


3. ANALYSIS APPROACH
The process for developing this analysis included the reviewing Clay County Schools internet web site, survey questionnaire, and interviews with intervention coaching staff. While an organizational analysis should primarily focus on the organization as a whole, due to lack of information availability, emphasis was placed on the perceptions of the intervention coaching staff and their feelings regarding the directions and guidance provided by the organization.
4. DATA COLLECTION
The instruments that will be used for the collection of data are:
a. Relevant documents. Clay County Schools Website, Reading Coach guideline documents, program requirement document.
b. Survey Questionnaires. Online survey forms were sent to the team of intervention coaches to gather data that will inform various phases of the process (e.g., environmental analysis, performance analysis). See Appendix A

1 ORGANIZATIONAL VISION
VISION STATEMENT
Through our research and interviews, we were unable to identify a vision statement for Clay County Schools. Of further concern, the program manager and intervention coaching staff are unfamiliar with the organizational vision.
2. ORGANIZATIONAL MISSION
CLAY COUNTY SCHOOL MISSION STATEMENT:
Our mission is to work collaboratively with all stakeholders to provide a public education experience that is motivating, challenging and rewarding for all children. We will increase student achievement by providing students with learning opportunities that are rigorous, relevant and transcend beyond the boundaries of the school walls. We will ensure a working and learning environment built upon honesty, integrity and respect. Through these values, we will maximize student potential and promote individual responsibility.

The mission statement is available from the Clay County School website; however, while many of the intervention coaching staff has seen the mission, they are unfamiliar with its purpose.
The mission statement is clearly defines the organizations intent; however it does not describe the threats, barriers, strengths or weakness that face the organization.
3 ORGANIZATIONAL VALUES
CLAY COUNTY SCHOOL VALUE STATEMENT:
Clay County Schools does not have a definitive value statement readily available. The Performance Technology (PT) team could not locate a specific value statement, nor could the intervention coach program manager or staff. Some values are identified within the mission statement, “We will ensure a working and learning environment built upon honesty, integrity and respect.”

The values included within the mission statement provide some insight into the Clay County School Mission


4 ORGANIZATIONAL GOALS
CLAY COUNTY SCHOOL GOAL STATEMENT:
Clay County Schools does not have a definitive goal statement. The mission statement alludes to the goal of maximizing student potential and providing specific experiences for children to learn and grow. However, the Intervention Coach program manager and coaching staff are unfamiliar with Clay County Schools Organizational Goals. The PT team feels the organizational goals are unclear or non-existent. If organizational goals exist, communication to the Interventions Coaching staff is not taking place.

5 ORGANIZATIONAL STRATEGIES
CLAY COUNTY SCHOOL STRATEGIES:
Clay County School strategies for accomplishing goals are not clearly communicated to the Intervention Coaching staff.

6 FINDINGS:
FINDINGS REGARDING CLAY COUNTY SCHOOLS:

Based on the information gathered from the Intervention Coaching staff and program manager, and the inability to easily locate strategic organizational information, the Performance Team feels there is insufficient information available for the Intervention Coaching Staff to align their performance goals with those of the organization. This is due to the following:
· Insufficient availability of organizational goals, objectives, and strategies
· Undocumented program guidance and goals
· Lack of Intervention Coaching Role Clarity
7. RECOMMENDATIONS:
RECOMMENDATIONS FOR MOVING FORWARD
The PT Team recommends the Intervention Coaching Staff work with organizational leadership in defining the Vision, Mission, Values, and most important the Goals and Strategies of the Organization. This will include clear determination of how the Coaching Intervention Program and Team fit into the organization and contribute to meeting organizational goals.
To further improve the performance of Intervention Coaches, organizational leadership should provide the staff with clear guidance to include customer expectations, services provided, responsibilities, and requirements placed upon the program by the sponsor. In this case, the true sponsor is likely the Federal Department of Education, and as this is a federally funded program, the federal DOE will specify requirements for program continuance.
